Programme Director – HIP2 *Brand New Role*

The Future of Healthcare

In October 2019, the government announced its Health Infrastructure Plan, a long-term, rolling five-year programme of investment in health infrastructure, including capital to build new hospitals, modernise primary care estate, invest in new diagnostics and technology, and help eradicate critical safety issues in the NHS estate.

Lancashire Teaching Hospitals NHS Trusts (LTH) and University Hospitals of Morecambe Bay (UHMB) are part of phase 2 of this plan and have been given the green light to go to the next stage of developing their plans (with the aim of being ready to deliver between 2025-2030). We are now looking for the right person to operate across our system and organisations to take this work forward to the next stage.

Are you ready to take a lead on pioneering change across a healthcare system?

This is a brand new and exciting opportunity to be part of developing new models of care and supporting facilities for the population of Central Lancashire & South Cumbria.

Do you have an ambition to transform the delivery of healthcare?

Both NHS Trusts had already been working with their health and care system partners as part of the Lancashire and South Cumbria Integrated Care Partnership. With the ambition of the long-term plan to prevent illness, increase how we use technology, more care delivered close to home and work in an integrated way, LTH and UHMB have been developing plans to meet these goals. The infrastructure programme will therefore need to support these new models of care and any future redesign of clinical services.

Are you driven by change, vision and improvement?

The post holder will lead on the delivery of this visionary project. This is an ideal role for an individual with experience of major change programmes involving capital infrastructure. The individual we are seeking will have the vision, energy, enthusiasm and the ability to engage with a wide range of stakeholders and collaborate with partners to deliver this significant change.

Do you have the ability to engage and influence leaders, communities and colleagues?

The Programme Director will work with Senior Responsible Officer and the NHS Trusts designated executive leads to lead this complex transformational programme for the population of Central Lancashire & South Cumbria, interfacing and consulting extensively across the system with key partners, stakeholders and members of the public.

Are you committed to collaboration and partnership working?

With the changing health and social care landscape this programme is complex as it reaches outside of Central Lancashire & South Cumbria as LTH provides specialist care for the whole of Lancashire & south Cumbria. Strong partnership and collaborative skills will be required to ensure success in this complex programme of work. The Programme Director will be an ambassador for the programme, building and maintaining a broad portfolio of relationships across health, social care, local authority, political, private sector, academia and the public. Identification of risks and interdependencies will be essential.

Does your approach to communication and engagement facilitate and enable progress and support for change?

The Programme Director will be responsible for the management of, and input to, the programme’s communication and engagement strategy. Engagement will have to be sought from multi-sector stakeholders, clinical teams, service managers, senior leaders and individuals from all levels of the organisations involved, as well as with the public.

Remuneration will be from Band 9 – VSM. There is some flexibility on this depending on applications received.

The selection process for this post will include:

  • Pre-selection psychometric testing
  • A stakeholder assessment and a final stage formal interview – both will take place during the week commencing 29th June 2020

Closing date:  14th June 2020
